摘　　要：分析新农村建设的新形势,提出新农村建设对耕地储备的要求,阐述耕地储备的意义及可行性,设计出三种不同类型的耕地储备方法,构建耕地储备的运作模式,从资金来源、期限设置、准入条件、储备后的投放利用等方面提出耕地储备的实施政策及其保障体系。This authors discussed the situation of new countryside construction, the meanings and feasibility of farmland reservation under new circumstance. They put forward three models of farmland reservation and the relevant operation styles. The authors also expounded the practice of farmland reservation and the safeguard policy on funds origin, working period, admission conditions, reuse after some time and other aspects.
