摘　　要：苏州在建设社会主义新农村的背景下研究农村人力资源开发问题,必须坚持以农民为主体、以政府为指导,并充分发挥事业单位和非政府组织的作用。合理定位政府角色,正确发挥政府职能;深化体制改革,加快城乡一体化公共服务体系的建立;建立和完善农村人力资源市场配置机制,实现农村劳动力有序流动;加快发展农村基础教育和办好农村职业教育。To research into the issue of the rural man - power resources must adhere to the principle of relying on farmers and government guidance and must put into full play the role of institutions and non - governmental organizations. The governmental function must be readjusted, the system reform must be further deepened, the public service system of urban and rural integration must be established, the rural man - power resources market must be opened and improved to facilitate the ordered migration of the rural man - power, and the rural basic education and vocational education must be promoted.
