摘　　要：2006年上半年,水利部水利工程建设稽察办公室对全国26项水利工程项目的建设管理情况进行了抽查,发现存在项目法人责任制落实不到位、工程监理薄弱等问题。从稽察角度分析了水利工程建设和管理中存在问题的原因,给出了针对性的对策意见。In the first half of 2006, the Inspection Office of Water Project of the Ministry of Water Resources （MWR） made a spot check on conditions of construction and management for 26 water project in the country. It is found that legal person responsible system and project supervision has not been effectively implemented. Recommendations are proposed based on the evaluation of causes of problems existed in the construction and management of water projects.
