“藏金于民”正当其时

摘　　要：近几年,我国外汇储备逐年增加,而美元汇率偏弱,使我国承担了很大的外汇风险。为了规避外汇风险,调整外汇结构,央行领导提出“藏汇于民”的思路,这个政策无疑是减轻人民币升值压力,减少由外汇占款引发的被动货币投放量偏大,解决通胀压力的理想对策。由此引申开来,能否也允许“藏金于民”,辅助“藏汇于民”政策的更好实施。运用黄金货币职能,既能在一定程度上扩大内需,又能对居民资产进行保值;既能吸纳一部分货币资金,又能或多或少缓解人民币的升值压力;既能在现有条件下减少国内经济增长的阻力,又能为解决我国经济结构深层次的问题起到一些积极作用。As the foreign exchange reserve increases in recent years, the exchange rate of dollars has become lower than before, which makes our country undertake very great foreign exchange risk. To avoid it and adjust foreign exchange structure, the leaders in the People＇s Bank of China has put forward the idea permitting the individual to own gold. Undoubtedly, this policy is an ideal countermeasure which will relieve the pressure of Renminbi revalue, reduce much more currency amount caused by the foreign exchange and settle the pressure of inflation. The new meaning of the expression of this is whether ＂the individual owning gold＂can also help ＂the individual entering the foreign exchange market＂to be implemented well. By using functions of money, the internal requirements, to some degree, can be enlarged and the original value of inhabitants＇estate can also be maintained; part of capital of money can be absorbed and the pressure of Renminbi revalue can be relieved more or less; the resistance of domestic economic increase can be reduced in the present condition and also the deep-going problems of economic structure in our country can be solved positively.
