摘　　要：建设社会主义新农村与乡镇政府职能转变有着密切关系。本文概述了乡村治理理论,分析了乡镇政府职能特点,在此基础上,从社会主义新农村建设中乡镇政府的主导作用和农民的主体地位的视角,论述了社会主义新农村建设的内涵及其与乡镇政府职能转变的相关性,并提出了三点政策性建议。Construction of new socialist rural areas and function transformation of village and town＇ s government have a very close relationship. This paper summarizes theory of country governce and analyzes characteristics of village and town＇ s government functions. It discusses the relationship between connotation of constructing new socialist rural areas and function transformation of village and town＇ s government from the piont view of dominant function of village and town＇ s government and peasants＇ principal position in constructing new socialist rural areas. Therefore the author put forward 3 policy suggestions.
