摘　　要：县乡政府债务负担沉重,已经严重影响到基层财政经济的平稳运行。如何加强和改进地方政府债务管理,有效防范和化解债务风险,已经成为各级地方政府的当务之急。本文深入剖析了县乡政府债务形成的原因和特点,并从建立债务风险预警机制,规范政府举债行为,加强政府债权管理,及时清偿到期债务等方面,对加强地方政府债务管理、防范债务风险作了一些有益的探索。The county township government debt burden nance economy steady movement. How strengthens and tively guarded against and melts the debt risk, already is heavy, already seriously affected the basic unit fiimproves the local authority debt management, effecbecame all levels of local authority to work as service. This article thoroughly analyzed the reason and the characteristic which the county township government debt forms, and from the establishment debt risk early warning mechanism, the standard government offers loans the behavior, strengthens the government debt, to strengthened the local authority plorations creditor＇s rights management, promptly pays off aspect and so on due debt management, the guard debt risk has made some beneficial explorations.
