自然遗产的管理与生态旅游的可持续发展——九寨沟风景旅游区的实践

摘　　要：协调好自然遗产的保护与旅游发展的关系是国际社会和学术组织广泛关注的议题。九寨沟旅游景区以政府为主导，以发展生态旅游为动力，以科学研究为基础，以科学规划和规范为准绳，以人才建设为根本，严格保护管理，协调多方旅游利益，特别是当地居民利益，使九寨沟旅游景区初步走上“旅游发展促进生态保护，生态保护促进旅游发展”可持续发展道路。介绍了九寨沟旅游景区的一些主要措施和经验。九寨沟的发展经历表明，在社会主义市场经济体制下，边远落后地区的自然遗产可持续发展是完全可以实现的。How to deal the conservation and protection of the World Natural Heritage Site with the sustainable tourism and its oriented regional development have been widely paid attentions by both the International Social Organizations and a lot of disciplinary subjects. In the past 2 Decades, Jiuzhaigou Reserve , which was listed in the World Natural Heritage List in 1992, have been done some efforts to transfer its development modes from the primary produce gradually into tourism-dominate development, furtherly to step into sustainable trajectory of increasingly growing of tourism profits and intensifying capabilities of ecological and environmental conservation and protection, which has been widely approved by the Man and Biosphere in 1997, Green Globe 21 in 2001 and all levels government and non-government organizations. This paper introduces the main bone points in these fields as following： firstly, the government in all levels take the core and 1 negotiation and in contamination control and ecological eading role either in eco-tourism growth, or in stakeholder construction. Secondly, the key element is the government building with powerful and efficient through cooperation with scientists in all corresponding subjects to development and conservation sciences both national and international, and a series regulations-based on planning and references to infrastructure and services establishment and theirs strictly implement, as well as staffer training, which includes official degree education, local residents professional training and management involvement. Thirdly, the core element is the establishment of profits mechanism-based on eco-tourism in such stakeholders as governments in all levels, local residents with differentabilities and interests in tourism and protection, even the direct or indirect, in spots areas and adjacentareas.
