摘　　要：新农村建设既不是在已有的行政村基础上另辟新村,也不是消灭已有的行政村,而是在保留农村先进文化的基础上,让农民的生活方式更加接近于城市;新农村建设不完全是政府的“多予少取放活”,以及“工业反哺农业,城市支持农村”,更主要的则是通过调动农民的积极性,发挥农民的创造精神,真正在农村建立起社会主义的市场经济体制;新农村建设不仅是要增加农民收入,更重要的是要提高农民生活水平;新农村建设不仅是要促进农村经济的发展,而且是要促进社会的进步。The construction of new countryside is not to build another new village based on the present one, or to remove the village which already exists. The building of new countryside is going to make the lifestyle of peasants close to the urban people, and it＇ s not the action of government： giving more while asking for less, or the feedback from industry or city. The more important is to set up a real socialistic market system through stirring peasants to be active to utilize their creative minds. And the construction is not only to ,ncrease peasants＇ income, but to improve their standard of living; not only to improve the economy of countryside, but to advance the society.
