摘　　要：医院信息系统(Hospital Information System,以下简称HIS)是一项复杂的系统工程,它的建设在我国已经有二十余年了,但其开发成功率低一直是个令人非常困惑的问题。本文针对其失败和目前发展缓慢的原因,基于市场经济和信息化大背景对HIS提出的经济和效率等要求,提出应在信息需求决定(Information Requirement Decision,IRD)阶段引入软系统方法(SoftSystem Methodology,SSM)来弥补传统开发方法的不足,从而提高HIS开发的成功率和适应环境变化的柔性度。Hospital Information System which exits in china for almost more than one decade is a complicated system project. However,it is a real puzzled problem because of its low ration of development success. In an allusion to the causes of the failure as well as slow development, based on the background of marketing and information, this article introduces Soft System Methodology to remedy the insufficiency of Hard System Methodology in the phase of Information Requirement Decision by the reason of the requirements of economic and efficient of HIS .Consequently, the successful ration and flexible quality of HIS would be enhanced.
