摘　　要：行政问责制度是当代中国社会主义政治文明建设中的制度创新。实施行政问责制有赖于建构较为完善的制度基础。但从全国各地的实施情况看,建立真正长效的行政问责机制仍然任重道远,行政问责制的推行还面临着诸多困境。当前,完善行政问责制度,迫切需要解决问责意识淡薄、权责关系不清、问责程序缺失等问题。The administration accountability system is a socialist political civilization system innovation in contemporary China. Carrying out the administration accountability system depends on constructing more perfect system foundation. But looking from the implementation situation all over our country, establishing true persistent effective administration accountability mechanism is still a long-term task, and carrying out the administration accountability system is also facing many difficulties. Presently, perfecting administration accountability system urgently needs to solve the problems of light consciousness responsibility, unclear relations be（ween power and responsibility , lack of procedure responsibility and so on.
