摘　　要：城市化快速发展,环境问题已不容忽视。“十一五”规划中,中央明确提出了建设资源节约型、环境友好型社会的新概念。政府作为环境保护的代言人,其职能作用的发挥至关重要。With the city developing quickly, the problems of environment have already been serious. In the ＂15th＂ programming, the central government puts forward to constructing the resource - efficiently and environmentally friendly society definitely. It＇ s of importance to bring the government＇ s functions in to play as the spokesperson of environmental protection.
