摘　　要：济南是一个具有五千年文明历史的古城,作为经济和文化大省——山东的省会城市,具有文化发展的独特优势。济南城市文化的发展应该在政府支持下创新机制,把文化资源保护和开放相结合。Jinan city is an ancient city with 5,000 yearn history and having the special advantage for the cultural development ,being the capital of Shandong province witch is a big province in the economy and cultural. The culture development of the Jinan city not only need a enough thought support but also need the creative system of the government, the unite of cultural resources protection and open .
