摘　　要：本文通过对相关的法律和司法解释进行梳理和分析,提出了对《国家赔偿法》修改和完善的意见,同时对抽象行政不作为的国家赔偿问题做了初步的探讨。This article collects and analyzes the related law and judicial explanation. And then the author brings up some corresponding advice about the national compensation law especially in abstract administrative omission.
