摘　　要：认为作为科研组织,在其内部管理权力结构中,学术权力占据重要位置。科研组织内的科学基金支持、科研成果评价、研究人员职称晋升等科学研究活动,都必须通过学术权力进行管理,这也就是学术权力在科研组织中存在的基础。学术自由、专家管理是学术权力的本质特征。Academic power plays the essential role in management of scientific research organization. The various activities of scientific researches, including research fund backing, evaluating scientific results, professional title of researchers promoting, et al. , must be supervised by the academic power. Therefore, the subsistence of academic power in academic organization is logic, and a characteristic of academic power is academic freedom and expert managing.
