摘　　要：从政策工具的视角,并结合科技活动特点和科技政策作用领域等因素,构建公共科技政策分析的三维立体框架,着重阐述该框架的构成机理及政策含义,并利用此框架具体分析了《鼓励软件产业和集成电路产业发展若干政策》。Based on the policy tool angle of view,this paper constructed three-dimensional frame of public science ＆ technology policy. After elaborated the frame constitution mechanism and the policy meaning emphatically, using the frame, this paper analyzes policy named ＂Policies to Stimulate the Development of Software Industry and IC Industry＂.
