关于控制性规划的思考

摘　　要：分区规划和控制性详细规划合称成“控制性规划”,它是城市规划的核心,是由规划意图变为管理依据的过程。法定图则是控制性规划的法律表现形式,是规划管理的基本依据,实施规划意图的主要手段,是规划编制、立法、管理三者的结合点。工作图则不是法规,但为规划管理提供更为具体的技术支撑,是法定图则的细化、补充,是管理部门日常管理工作的依据,可指导编写规划设计要点。District plan and regulatory plan can be merged as ＂control plan＂. It is the core of urban planning, a process that planning concepts are transformed into managerial principles. Statutory chart is the legal expression of ＂control plan＂, the basic rules of planning management. Working chart is not statute, but as a supplement and specification of statutory chart, it provides specific technical support for planning management. It is the principle of planning management and can guide the planning making.
