摘  要:松花江水污染事故凸显了我国环境知情权制度的缺失。立法的滞后、政策和实践间的距离、公众环保意识的欠缺造成的环境信息供给和需求的不足让我国环境知情权制度的确立面临很多困境。“绿色观察计划”的成功实践为环境信息的公开提供了一条思路,政府、企业主动或被动地承担起环境信息的公开和告知义务,公众、环保非政府组织的积极参与将为我国环境知情权的确立找到一条合适的路径。The aeeident of Snughua River pollution has rew:ah d the systematic deficiency of the public's right-to-know ahout environmental issues in China. Owing to the shortage of environmental informatinn supply and demand caused by legislative drawback, the gap between policies and practice, and poor environmental prnteetion consciousness of public, the systematieal establishment of the publie's right-to-know about environmental issues in China is faced with many diffieuhies. However, the success practice of "Green Observation Plan" has provided an inspiralion to the environment information publicity: the government and enterprises" aetive or passive undertaking the duty of publicizing enviounent information and the public, the non- gnvernmeutal environmental protection organizations" posilive participation will attribute to find an appropriate way to establish the system of the publie's right-to-know about environmental issues in China.
