摘　　要：阐述了专利联盟的理论概念和历史沿革,分析了我国烟草业专利形势和国际化竞争态势,针对我国烟草行业科研力量相对分散的状况,建议烟草业组建专利联盟,籍由联合科研和交叉许可来实现力量集中和资源共享,并以专利池模式规模性对外许可,从而形成自主技术标准,有效增强国际竞争力。Concept and history of patent pool are reviewed and the current status of patent transaction in China＇s tobacco industry is analyzed. In view of the scientific research power in the industry, suggestions are put forward to embody patent pool through mutual research, cross permission and package license to promote proprietary technical standardization and improve international competitive ability.
