浅析新型农村合作医疗管理人员的认知意向与补偿方案的决策选择

摘　　要：对山东省新型农村合作医疗试点县的部分管理人员进行了新型农村合作医疗制度的认识和意向调查,与工作实践中补偿方案的选择和医疗机构管理等决策进行对比分析。管理人员的认识意向与现实决策选择有一定的矛盾,并对工作实践产生影响。建议在工作中要坚持正确一致的政策导向,加强规范管理和政策指导,处理好与医疗机构的关系。The interview about the knowledge and attitude on New-Cooperative Medical System （NCMS） was carried out among the major, director of the health department, and the dean of NCMS office in Shan Dong province. The result proved there was a conflict between the willing and policy choice in real practice. The attitude of the administrator affected the practice work, even producing a negative result. It is suggested that NCMS policy guide should be strengthened. The NCMS office in county level should put more energy into daily administration. Local health bureau should deal with the relationship with the institution which provides the medical service properly.
