摘　　要：论述了三线典藏制产生的合理性,将其与二线典藏制进行比较,揭示其优越性,提出了三线典藏制实施中的几个关键问题及解决办法。The article expounds the reasonability and the advantage of the 3-Line System, after comparison between the 3-Line System and the 2-Line System, some crucial problems and effective the process of carrying out the 3-Line System have also been presented in the article.
