摘 要:China's Intellectual Property Rights(IPR) system was established in 1985. In its 21 years of existence, it has undergone unusual changes. IPR, as a new idea to be considered in constructing socialist market economy, helps promote internationalization and implement the strategy of 'walking out', is so important that the Central Government has paid special attention to it. In 2005, China launched a mission to draft a National IPR Strategy, and in order to do so, the State Council has organized a leading group called the National IPR Strategy Committee, which is headed by Vice Premier Wu Yi. 28 State Council departments have also participated. The National IPR Strategy Committee's achievements include a general plan of action and twenty special themes. The general plan of action is a general guiding document directing the overall situation. The twenty special themes, divided according to their respective fields, including patent and trademark concerns, different industries' concerns, and IT and medicine rights; the different systems can be divided into judicial, administrative, and legal branches. It is planned that the overall strategy will be implemented in 2007. 2007 is also China's 'IPR Culture Year'. Under the current system, is there any special significance in building National IPR Strategy? Is National IPR Strategy suitable for China's situation? How can we understand the significance of 'National IPR Strategy' in promoting internationalization and the strategy of 'walk out'? With these questions, China's Foreign Trade interviewed Ma Xiushan, the Deputy Secretary General of the Chinese Intellectual Property Society.
