摘　　要：甘肃省徽县麻沿乡麻安村在世行西部贷款项目和国家财政支持下,探索出"参与式整村推进"扶贫模式。这一模式以赋权为理念,以村民发展能力建设和项目村可持续发展为目标。在建设内容上,以发展经济和增加贫困人口的收入为中心,力求水、田、林、路综合治理,教育、文化、卫生和社区文明共同发展;在运行机制上,以政府为主导,农户为主体,动员社会各界力量广泛参与;在实施步骤上,通过制定村级规划和实施方案,使项目的运行规范化、制度化。"参与式整村推进"扶贫的根本在于通过政府政策的帮助、支持和引导,激活农村内部的发展潜力,培育农村和农民的自我发展能力。这一模式给我国新农村建设极大的启示。In Ma＇ an village of Gansu province, a kind of poverty reduction pattern supporting by World Bank Loan Project in West and state finance is putting into practice which is known as Villagers Participating and Village Developing. In the pattern the empowerment is taken as the idea, and the development capability construction of villagers and sustainable development of village as goal, The contents include comprehensive management of water, land, road, and development of education, culture, sanitation etc. As for the operating mechanism, farmers are the main body and the government performs as the guider and various social forces are encouraged to participate in. The steps are also standardized and institutionalized through the deliberate planning. As a great success, the pattern finally achieved its original goal and the case of Ma＇ an village will give us a great inspiration on the new socialism countryside construction .
