摘　　要：本文通过研究我国现行土地利用规划体系的结构,浅析了我国现行土地利用规划体系的不足,并同英国、美国、日本、德国等土地利用规划先行国家进行对比分析,结合我国的实际国情,提出了我国土地利用规划体系的改进措施。具体有:精简规划体系,明确规划内容与责任;提高动态变更手段的先进性及可操作性;注重土地规划对区域产业结构调整作用;进行城乡整体规划,实现城乡一体化等措施和意见。By discussing the disadvantages of the land use planning system in China with the help of knowledge and documents through an analysis of current land use planning system. The author puts forward a series of proposals for land use planning system in China according to the current situation of our county based on the comparison analysis of land use planning in other developed counties, such as Britain, America ,Japan ,Germany etc. The proposals involved refer to several aspects as follows ：simplifying planning system concretely and specifying content and responsibility of planning,, enhancing the advantages and operation of dynamic alteration; emphasizing the impact of land use planning on the adjustment of area industrial structure; achieving intergradations between cities and countryside through whollyplanning of cities and counties.
