城市规划实施机制的逻辑自洽与制度保证——深圳市近期建设规划年度实施计划的实践

摘　　要：近期建设规划作为我国城市规划体系的一个创新,在相当程度上契合了城市政府调控城市发展的需求,但其配套制度和实施手段还需在实践中不断完善。本文结合深圳市近期建设规划年度实施计划的实践,基于政府现行运作制度框架,剖析城市规划实施机制中存在的问题,进而尝试从政府运作角度探讨城市规划(尤其是总体层面规划)实施机制的自我完善途径,在此基础上梳理出近期建设规划年度实施计划与政府相关年度计划的协调关系,并提出完善年度实施计划的一系列制度保障。Combining with the practice of Annual Implementation Scheme （AIS） of Shenzhen Immediate Plan, this paper analyzes the problems in the implementation mechanism of urban plan based on the current institutional framework. Then it discusses the self improvement of urban plan implementation system （especially comprehensive plan） from the perspective of governmental operation. Furthermore, it combs the coordination relation between AIS of immediate plan and the related annual plans of government and proposes a series of institutional instruments to guarantee the AIS.
