摘　　要：花木行政文化区是新建成的浦东核心区，虽已完成了重点项目的建设，却未实现收聚人气的目标。本文在大量调研分析的基础上，提出了都市功能的修补与重新激活的规划概念，在完善都市服务、改进城市空间形态二个层面上提出一系列具体的导则。Huamu Cultural and Administrative District, the central area of Pudong, is currently facing the challenge of enhancing its magnetic power to attract more citizen and work as a true civic center. The conceptual plan of ＂re-vitalizing＂ is therefore proposed to diagnosis and repair the urban functions in the area.
