摘 要:目的:调查分析护理人员使用机制,发现问题,提出建议,改善现行用人机制。方法:发放调查表,对该市78所医院床位数及8445名护理人员学历、职称、工资待遇、执业证获得情况、参与医院政治生活情况、在岗继续教育、人员流动等各项状况进行调查,收集数据,分析整理。结果:被调查的医院中普遍存在护理人员使用数量缺编、基础教育程度偏低、用人激励机制缺乏、人员使用以合同制为主,显露出待遇低、离职率高、队伍不稳定、护理安全日益突出等问题。结论:各级管理部门应制定相关政策,采取科学的用人机制,确保护理质量和护理安全。Objective: To explore the problems in the using methods of nursing staff to give suggestions and improve the current human resource using methods. Methods: The number of beds of 78 hospitals in Xi’an city and 8445 nurses were investigated. The contents included the educational background,technical post title,salary,whether having the license,the participation status in hospital political activities,part-time continuous education,and personal flowing status,etc. Results: Some problems were found out: shortage of nurses, low basic educational level, lack of encouraging mechanism, contract nurses being the main nursing staff, low salary,high turnover rate, unstable personnel, worsening nursing safety,etc.conclusion:Corresponding management departments should build up countemeasures,adopt scientific human resource using methods to ensure the quality of nursing service and nursing safety.
