摘　　要：法治文化和公民意识的缺乏是影响法治化乃至现代化进程的重要原因,因而,为推进法治化和现代化的进程,必须要深入研究法治文化和公民素质。要正确把握法治文化和公民素质的内涵和基本要求,深刻认识构建法治文化与提高公民素质的现实意义。特别是要坚持三个代表重要思想和科学发展观为指导,切实转变观念,对公民进行启蒙教育,建设具有法治精神和公民意识的领导者,并坚持政府推进和民间自觉的路径,通过构建法治文化,不断提高公民素质。The lack of culture of rule of law and civic awareness influences the process of rule of law and even modernization. Therefore, to promote the rule of law and the process of modernization, we must thoroughly study the culture of the rule of law and citizenship. In the process of the rule of law and modernization, we should attach great importance to the culture of rule of law, and constantly improve citizens＇ quality. We must correctly grasp the culture of the rule of law and civil-quality content, and the basic requirements of building a profound understanding of the rule of law and civic culture of quality in a practical sense.
