权责制之价值与在我国的实行

摘　　要：事后问责是我国行政改革的进步,但在实施中存在着许多问题。同单纯事后问责相比,权责制更能体现行政改革的宗旨、目的和价值追求,能够推动我国行政体制改革健康发展。在完善问责制的基础上,应在我国逐步实施权责制。Accountability system with sanctions attached to results is a great improvement China has made in its administration reform, but there exist a lot of problems in the process of its enforcement. Compared with only attaching sanctions to the results, system stipulating rights and responsibility can better fit to the goal of and push forward Chinese administration reform, therefore, we should steadily improve the accountability and turn it into a system of rights and responsibility.
