摘　　要：在世界社会主义运动和中国革命新高潮中召开的中共七届二中全会,明确了“重建国家”的政治原则,作出了“重建国家”的几项重要决策,提出了新中国起步时的国情观和发展观,确立了新中国的发展目标,并就党的执政能力和永葆党的先进性问题提出了新要求。The Second Plenary of the Seventh Conference of CPC, held at the summit of the worldwide socialist campaign and Chinese revolution, clarifies the political principle of national reconstruction, working out the detailed polices, proposing the developmental objectives, and putting forward with the new requirements in relation to the Party＇s leadership and progressiveness.
