论中国共产党的和谐执政

摘　　要：中国共产党实现构建社会主义和谐社会的执政目标,需要通过和谐执政来实现。和谐执政是以科学执政、民主执政和依法执政为前提的新的执政理念与方略,其基本内涵是体现以人为本的终端价值,将和谐理念融入执政过程中,使执政过程呈现协调性、有序性、完整性和合乎规律性。关系和谐是和谐执政的核心;方法和谐是和谐执政的关键;动态和谐是和谐执政的根本特征。坚持和谐执政的新取向,对于中国共产党加强自身建设、巩固执政地位、提高执政能力、构建和谐社会,具有重要意义。The Communist Party of China has set up the objective of building a harmonious socialist society. Such an objective calls for harmonious governance accordingly. The paper ventures to expound major conceptions on harmonious governance as a brand-new notion and strategy, covering its definition, connotations as well as its hallmarks. It argues that it is of great significance for the ruling party to adhere to this new or/entation of harmonious governance, for it helps to strengthen the party＇ s self-construction, to consolidate its power, enhance its governance capability, and ultimately to construct a harmonious society.
