摘　　要：城市社区组织是城市规划中公众参与的重要主体,是城市居民的有效组织者,在城市发展中起着至关重要的作用。我国城市规划中公众参与环节的薄弱,与社区制度不完善、公众参与主体缺失有着密切关系。为此,必须逐步完善城市社区制度,强化社区组织作为公众参与主体的地位与权限,从而完善城市规划的公众参与制度,促进城市规划对城市发展的有效引导。Urban community organization is an important subject of public participation in urban planning. As an effective organizer, the community plays an important role in urban development. The system of public participation in urban planning in China is still weak. An important reason is the imperfect system of community organization and the missing subject of public participation. For this purpose, it is necessary to build a perfect system of community organization and consolidate the status and role of the community as a subject. Then build a perfect system of public participation in urban planning to promote urban planning guiding urban development.
