摘　　要：问题银行与银行失败是两个不同的概念。对于问题银行的处置一般有两种模式:救助和退出。资本约束下问题银行处置方案体现了资本约束在界定处置模式中的重要作用。Problematic bank and banking failure are two different concepts. There are usually two type of models to deal with problematic banks： relief and quitting. The plan to deal with problematic banks under capital constraint embodies the important role of capital constraint.
