摘　　要：分析了粗放型经营给煤炭工业发展带来的问题和矛盾及其在管理上的表现，强调了加强管理对煤炭工业经济增长方式转变的作用，提出以体制改革为先行，以管理科学为中心，推广现代化管理方法，进煤炭工业的集约化经营。阐述了煤炭工业转变经济增长方式的管理策略和实施意见。Analyses are made of the problems in the development of the coal industry caused by extensive operation and its manifestation in management, with emphasis on the role of strengthening management in promoting the change of the mode of the industry's economic growth. Practice of scientific management and introduction of modern managemnt approaches guided by structural reforms are proposed to promote the intensive operation of the coal industry. Managerial tactics for the coal industry to change the mode of its economic growth and suggestions for their implementation are expounded.
