摘　　要：针对医药产业的双重属性,即经济性和社会性,借鉴发达国家在医药产业发展中政府规制的有效措施,通过实行生产经营许可证制,政府投资建立医药新技术研发机构与研发基地,健全和完善专利制度与知识产权管理制度,理顺流通秩序等政府规制的实现途径,促进我国医药产业健康快速发展。In view of the economic and social duality of medicine industry, using the effective measures of government regulation from developed countries for reference, our government can implement the approaches of government regulation through carrying out the sys- tem of manufacture and operation licence, investing to build the organizations and bases to research and develop new medical tech- niques, and perfecting the systems of patent and intellectual property and the sequences of circulation, etc. in turn, to improve the healthy and fast development of China medical industry.
