农用地转用生态补偿价格评估实证研究

摘　　要：农用地价值是农用地功能与效益的综合体现,但由于对农用地价值缺乏完整认识,导致我国农用地大量被低价转为建设用地。以吉林省四平市为例,从完全资源价格角度出发,探讨了园菜地生态价值构成,并利用资源环境经济学的影子价格法、市场替代法、碳税法对其生态价值进行评估。The value of agricultural land is a compositive embody of the function and benefit of agricultural land. Up to now, there is still not a complete understand about the value of agricultural land, as a result,a large amount of agricultural land were used for constructive land at low price. Taking Siping city for example, this paper discusses the ecological value composing of garden plot and vegetable land, and assesses its ecological value by using some statistical methods, such as shadow price, market substitution and carbon-taxes.
