摘　　要：科学发展观是胡锦涛为总书记的党中央在新的历史时期,以邓小平理论和“三个代表”重要思想为指导,准确地把握时代发展的脉搏和趋势,立足社会主义现代化建设新的实践,从整体全局的角度提出的重大战略思想,蕴涵着丰富的哲学精神。科学发展观在它的为谁发展、怎样发展、靠谁发展几个方面都渗透着哲学的理性思考。The scientific outlook on development is the significant strategic concept proposed by our general secretary, Hu Jintao, who represents our Central Party Committee in the new historical period. This theory takes the important thought of Deng Xiaoping Theory and ＂The Three Representations＂ as the instruction, keeps up with the times, bases on the socialism practice, contains the rich philosophic meaning from the overall situation. It reflects the philosophic and rational ponder on who does it develop for, how develops, and who does it depends
