摘　　要：环境是有价值的,人们不能无偿使用它,对环境资源利用的同时要对其造成的破坏进行经济补偿,这样才能保证环境资源的永续利用。青岛的崂山环境资源极其丰富和宝贵,本工作用建设项目影响评价理论对崂山开发的损益进行了分析,为合理利用崂山资源展开了一个新的视角,并据此对崂山开发提出建议。In order to assure the effective usage of the environmental resources, the compensation has to be done to the environment resources. The environmental resources of mountain Lao are abundant and precious, a new way of how to use the resources reasonably is presented based on analyzing the profit and lose of the development of mountain Lao using environment value theory, some proposals are given as well.
