林区发展循环经济支撑体系的研究

摘　　要：深入分析了循环经济所遵循的减量化、再利用、再循环3R原则,并对循环经济的再思考、减量化、再利用、再循环、再修复的5R理念作了介绍和分析,指出了这些原则和理念在林区循环经济建设中的重要意义,在此基础上,对林区循环经济进行了定义,提出林区发展循环经济必须在科学技术、制度和法律建设、资源评价和生态园区建设等方面取得突破,具备条件。This paper gave a profound analysis of the 3R principles： reduce, reuse and recycle, and introduced the 5R ideas ： rethinking, reduce, reuse, recycle and repair. We pointed out the important significance of the principles and ideas on the building of cyclic economy in forest regions. Basing on the study of the innovation of cyclic economy and cyclic economy in forest regions, we proposed that science and technology, institution and legal system construction, resource appraisal, and ecological park construction etc. are the main factors to build the cyclic economy in forest regions.
