摘　　要：地方改革竞争中的拾级而上的政府采纳(或决策)路径,导致了地方改革竞争中的重复改革(俗称“翻烧饼”)现象的盛行,并使之在更高的层级上或更大的范围内蔓延开来。因此,要想从根本上解决“翻烧饼”问题,必须给下级政府更多的改革自主权。During the local reform competition governments＇ adopting the policy level by level caused the reform repeat phenomena to prevail, more seriously,＂ to ＂spread at higher levels and wider ranges, therefore, the only method to solve this problem radically is to release more self-determination right to lower level governments. This essay takes the towns and villages reform of Gucheng County as a case to discuss the repeat phenomena in the local reform competition.
