中外合作办学中优质高等教育资源的合理引进与有效利用

摘　　要：合理引进与有效利用国外优质高等教育资源是提高高等教育中外合作办学水平与质量的关键,不仅能在一定程度上缓解高等教育大众化过程中国内优质教育资源不足的问题,促进中国高等教育的改革,而且有利于提高中国高等教育的国际竞争力。为此,要加强国外高等教育资源资质认证,完善政策法规,发挥政府宏观调控与引导作用,建立健全中外合作办学的监管体制和质量保障机制等,以在更高层次上促进优质高等教育资源的合理引进与有效利用。It is key for improving the level and quality of Sino-foreign cooperative school running to reasonably introduce and effectively utilize the foreign higher educational resources of superior quality, which can not only ease the problem of the domestic educational resource shortage in the course of higher education popularization to a certain extent, promote the reform of Chinese higher education, but also can improve the international competitiveness of Chinese higher education. Therefore, we should strengthen the aptitude legalizations of foreign higher educational resources, perfect policy and rules, exert the role of governmental macro-adjustment and control and guidance, establish and improve the supervision system and quality guarantee mechanism of Sino-foreign cooperative school running etc. so as to promote the reasonable introduction and effective utilization of higher educational resources of superior quality in a higher level.
