农村公共财政建设与村级组织公共产品供给问题初探

摘　　要：农村公共财政建设是指财政如何满足农村公共需要，为农村提供公共产品。党的十六大提出“统筹城乡经济社会发展”的战略目标。“统筹城乡经济社会发展”对财政来说，关键是要增加对农村公共投入，为农村经济社会发展创造必要的外部条件。因此，加快农村公共财政建设，既是“统筹城乡经济社会发展”的需要，也是财政改革和发展的需要。本文结合实际，以农村村级组织“一事一议”问题为例，就加快农村公共财政建设作出探讨。Rural public finance is how to meet the financial needs of rural public for the provision of public goods in rural areas. The 16th National Party Congress proposes the goal of coordinating urban and rural economic and social development. To increase public investment in rural areas is the key, which can create the necessary external conditions for rural economic and social development. Therefore, accelerate the construction of rural public finances is the need of overall plans for urban and rural economic and social development, as well as is financial reform and development needs. Take villager＇s autonomy organization ＂One Case One Meeting＂ as an example, this paper tries to research the construction of public finance in rural areas.
