摘　　要：一般认为，国际安全机制是“关于特定国际安全领域，为达成某一共同的安全目标而建立的，容许国家相信其他国家将予以回报，而在它的行为上保持克制的那些原则、规则和标准。这一概念不仅指便于合作的标准和期望，而且指一种超出短期自我利益追逐的合作形式”。合理的国际安全机制对于促进安全合作的实现具有十分重要的作用，在“没有制度的情况下，实际的合作常常比可能的合作要少”。As an international secure association and cooperative pattern with internal mandatory, international secure mechanism is the one taking national benefit as its foundation and aim. Its legality and efficiency is closely tied to national secure right and mutual power structure. The public secure right of international secure mechanism is the resource and foundation of the legality of the international secure mechanism, and the mutual right among nations is the safeguard and premise of international secure mechanism.
