摘 要:在分析我国开发利用洪水资源现状的基础上,提出了洪水资源开发的原则。这些原则包括安全、高效并注意洪水的多重资源特性和保证长期效益。提出了以措施研究、工程准备、风险分析、预案制定、实时管理等为主要内容的开发流程。以吉林省白城市洪水资源综合开发利用为例,介绍了开发原则与流程在实际工程中的应用,建立了白城市区域内水库、湿地、泡塘、地下水库综合利用系统,并利用月亮泡水库引用嫩江洪水补充当地水源,提高了当地水资源承载力,改善了水资源安全现状。实践表明,白城市洪水资源利用系统效益明显。Based on the analysis on the present status of flood water resources utilization in China, a principle of flood water development is proposed. The principle includes the guarantee of safety, high efficiency, paying attention to the multiple resources characteristic of flood and the guarantee of long term benefit. The flow chart of development process is composed of the study on implementation measure, prophase engineering, risk analysis, establishment of spare scheme and realtime management. The study result is applied to implement the comprehensive utilization of the flood water in Baicheng City, Jilin Province, China. According to the proposed principle series of reservoirs, wetlands, ponds and underground reservoirs are established and the flood of Nenjiang River is diverted into the Yueliangpao Reservoir to improve the carrying capacity of local water resources. The practice verifies that the elevation of the benefit of water resources utilization in this city is remarkable.
