摘　　要：为寻求更佳的电能零售业模式,借鉴其他行业零售模式,提出电能价格和附加价值并重的差价式服务模式,以期更好地实现买卖方双赢。为此,围绕电能商品附加价值,从总结统一调配方式下电能质量服务入手,在分析现行电能商品差价式零售业雏形的局限性基础上,提出了基于电力超市模式的配用电新概念。详细阐明了电力超市的定义、核心思想,突出了电力超市满足商家利益的同时使消费者获取最高性价比电能商品的特点。在搭建电力超市理论框架的基础上,阐述了电力超市的构建原理、实施与监管原则、交易机理、交易价格的制定规则、赔偿机制和交易实施中保障设备的配置原则。In order to seek the better mode of retail electricity market, referring the retail mode of other trades, a price-difference-type service pattern that pays equal attention to power price and additional value are proposed in the hope of better realizing the win-win of seller and purchaser parts. Therefore, around the power commodity additional value, a novel power distribution and consumption concept based on power supermarket is proposed after summarizing the power quality service under the united dispatching way and analyzing the limitation of the current embryonic form of power price-difference-type retail trade. The definition and core idea of power supermarket are clarified in detail, and stressed the characteristics of power supermarket to satisfy the businessmen＇s benefits and enable the consumers to gain the power commodity with highest performance-to-price ratio at the same time. On the basis of building the theoretical framework of power supermarket, the construction principle, the implementation and supervisory principle, the transaction mechanism, the trading price formulation rule, the compensation mechanism of power supermarket and the arrangement principle of the equipment to guarantee the supplementary value of power goods are elaborated.
