摘　　要：联合国框架下的使用武力规则对国家行使自卫权而使用武力限定了极其严格的条件,但对安理会在应对国际和平与安全的威胁时使用武力却赋予广泛的自由裁量权。然而,由于安理会决策机制的局限性和国际政治因素的影响,安理会现行的使用武力机制实际上一直难以启动,因此,面对国际和平与安全在世纪之交所面临的新威胁,联合国框架下使用武力规则受到严重的挑战,该规则的某些方面将可能被强行突破。International peace and security faced new threats in new century. The existing rule on using force set out strict limits for a state to use force in self-defense. The Security Council has the right of discretion to use force to address those threats. The existing system of making decision of Security Council and the international political elements make it difficulty for Security Council to open the system of using force, so states maybe breach the rule on using force to use force in selfdefense to address new threats.
