摘　　要：在经济转轨过程中,商业银行的成长壮大,在很大程度上受到金融监管等外部因素的影响。良好的金融监管不是商业银行的“紧箍咒”,而是商业银行成长的“推进器”,可以更好地促进商业银行的成长和发展;反过来,商业银行的持续成长也进一步促进了金融监管水平的提高。因此,完善金融监管机制,实现金融监管的激励相容,就成为当前金融监管的政策取向。In the process of economic transforming, healthy growing of commercial banks is influenced by external factors such as financial monitoring to a large extend. A sound financial monitoring is not a limitation of commercial banks, to the opposite, it should be a promoter which helps the development of commercial banks. Vice verse, the sustaining development of commercial banks also promotes an improvement of financial monitoring standard. As a result, optimizing financial monitoring system, realizing encouragement of financial monitoring should become a policy direction of present financial monitoring system.
