失地农民培训意愿的影响因素分析及其对策研究

摘　　要：近年来,失地农民作为我国改革开放和城市化进程中产生的一个隐形的弱势群体,其再就业问题一直受到社会各界的广泛关注。推广失地农民职业技能培训,提高他们的综合素质,提升他们的就业能力,被视为解决其再就业问题的有效途径之一。但是目前的一些失地农民培训项目却因为农民参与度不高而开展得不甚理想。通过对失地农民培训需求情况进行问卷调查,分析影响失地农民培训意愿的个人、家庭以及社会经济等方面的因素,发现技能培训经历、雇佣关系、对培训效果的看法以及培训时间等变量,对失地农民的培训意愿在统计上有显著的影响。In recent years, as an invisible vulnerable group in the course of China＇ s reform, opening-up and urbanization, landless farmers＇ reemployment has attracted great attention from all walks of life. Promoting landless farmers＇ skill training, improving their comprehensive quality and upgrading their employment abilities are deemed as one of the most effective ways to solve their reemployment issues. However, landless farmers are uninterested in some existing training programs. A questionnaire survey of landless farmers in the Sandun town of Hangzhou city on their demands for training was conducted. The analysis of individual, household, social and political factors affecting landless farmers＇ willingness to accept training showed that their previous skill training experience, employment relationship, attitudes toward training effect and training time had significant effects on their willingness to accept training. Landless farmers who had previous skill training experience and positive attitudes toward training effects were more ing to participate in the training. Training programs in the evenings rather than in the weekends would increase landless farmers~ possibilities to participate in training. Therefore, the departments concerned should make more efforts to publicize the training activities, improve their positive effects, optimize the course setup, quicken the system construction and hence improve the reemployment abilities of landless farmers through training.
