摘　　要：代建制自上世纪90年代起在我国进行试点,迄今已经取得了良好的效果并积累了比较丰富的实践经验,成为了我国非经营性政府投资项目建设管理制度的改革方向。在分析了代建制制度特征的基础上,对我国各省市试行代建制的状况与特点进行研究。对目前制约代建制发展的问题进行了分析,并提出了解决这些问题的方法和思路。Construction agent system has been tried out in China since in the nineties of the twentieth century, plenty of practice experiences have been gathered so far and the effect of such system has been proved to be favorable. Construction agent system is announced accordingly as the present direction for innovating the management of the project invested by the Chinese government. The characteristics of construction agent system and its practice in China are studied in the paper. The characteristics of such system, the situation for its practice in China and the problems existing in practice are analyzed, some ways or thoughts for improving the existing problems are put forward as well.
