城镇化中的土地储备问题探讨

摘　　要：城镇化进程加快使土地利用中的问题日渐突出,尤其是增量土地及存量土地由于未得到充分利用造成资源浪费,而土地制度中的又一创新——土地储备制度,通过统一收购土地、统一储备土地、统一适量地供应土地的运作模式,正对城镇化中的土地问题发挥着积极作用。然而土地储备制度运行时间尚短,理论体系不完善,导致它在实际操作中仍存在着不足之处。针对上述问题,提出完善土地储备制度的方法措施,使其在城镇化中发挥更大作用。With the development of urbanization, problems in land utilization become increasingly prominent. A large amount of incremental and reserved land is wasted instead of being completely exploited. Fortunately, another innovation in land management the land reserve system is playing an active role in solving these problems, because it adopts the operation mode of unified land purchase, unified land reserve and unified land provision. Because the land reserve system was born not long ago, its theoretical system remains to be perfected and, as a result, defects and shortcomings are present in its implementation. This paper offers some suggestions to improve this system so that it may play a greater role in the process of urbanization.
