摘　　要：建国初期,内蒙古地区在建立各级人民民主政权、开好各界人民代表会议的基础上,成功地进行了普选并召开了各盟、市、行政区、旗、县、镇和自治区的第一届人民代表大会。从此,作为我国根本政治制度的人民代表大会制度在内蒙古自治区正式实行。内蒙古人民民主政权建设跨入了一个崭新的阶段。At the beginning of New China＇s establishment the people＇s regimes at all levels of Inner Mongolia were formed and the people＇s representative assemblies of various circles were held correspondingly. Following these attempts a general election was conducted and the first People＇s Congress was held at the levels of town, county city and Inner Mongolia. Henceforth, the system of people＇s congress as the fundamental political system of China was established formally in Inner Mongolia, which led to a new phase in constructing the people＇s democratic regimes in the region of Inner Mongolia.
